This form of central government removes all political and civil rights from citizens. Although legal systems may exist, they operate according to the orders of the political authority as part of the regime. In effect, law is dictated according to the interests of the state. This form of government does not tolerate opposition. There are no democratic processes in a totalitarian state. Totalitarian government normally involves a dictatorship, based on a leader, although in some cases a central inner political group may govern. |
