I would take a systematic approach to making the system more efficient. The steps I would follow are
1. Map the system so I could get a clear picture of what is currently happening,
2. Review the service map to look for inefficiencies and performance measures,
3. Measure performance efficiency and effectiveness,
4. Establish goals for service efficiency and effectiveness,
5. Consult with the beneficiaries of the services to find out what they need so I could assure that the service system is delivering the proper service,
6. Follow the service delivery process as mapped and seek the advice of the people providing the service on what improvements could be made,
7. Ask the people administering the service for their recommendations on how to improve the service,
8. Remap the service process to show how the service delivery would look if the recommended changes are implemented,
9. Speak with the people administering the system to find out what has to be done to implement the improvements identified,
10. Implement the recommended improvements,
11. Measure the effectiveness and efficiency of the service delivery process,
12. Compare the measurements with the goals set earlier, and
13. Go back to step 1.
